TEMECULA: 101-year-old house could be razed for affordable apartments

A 101-year-old building could be demolished to make way for affordably priced apartments in Temecula.

City officials and a consultant hired by the developer of Portola Terrace concluded that the Arviso House has little historical value. The Temecula Valley Historical Society has no interest in saving it.

The society "is saddened to (lose) another historic structure in Temecula but, in this case, (sees) no alternative," society President Bonnie Martland wrote in a letter to the city planning director.

The Planning Commission on Wednesday will consider the apartments for a 1.53-acre site on Pujol Street on the western edge of Old Town. The 6 p.m. meeting is at City Hall, 41000 Main St.

The City Council in February agreed to allocate $5.57 million in Redevelopment Agency funds to subsidize Portola Terrace. A city staff report put the project's total cost at nearly $12.5 million.

The report described Portola Terrace as "an attractive project" that would revitalize Pujol Street and the heart of Old Town while setting high standards for new development.

AMCAL Housing of Agoura Hills wants to build the three-story complex with 45 apartments, a swimming pool, community center and two-story parking structure.

The apartments -- two and three bedrooms in size -- would be restricted to tenants with low incomes. The city staff report estimated that those monthly rents could range between $668 to $896.

Pujol Street already is home to affordable housing, and Portola Terrace would help Temecula meet state affordable housing requirements. The city has to provide the chance for 1,381 affordably priced units to be built by 2014, according to a city report to the commission.

Jay Ross of AMCAL said his company, which started in 1996, specializes in affordable housing. AMCAL has done similar projects in Los Angeles, Oakland, Sacramento and the San Joaquin Valley, among other places, he said.

"Obviously we seek markets where there's a demand," Ross said. "Even in wealthier cities, there are cashiers and nurses aides and clerks (who need affordable housing)."

All tenants would have to meet income requirements and undergo background checks, including a look at their credit history and criminal records, said Darin Hansen, AMCAL vice president of forward planning and entitlements.
