New School Year Starts Thursday

Students begin their 2011-12 school year on Thursday. The school system continues to grow with two new schools coming on line including New Manchester High School for the 2011-12 year, and a new elementary school will open in 2012-13. During July the Board of Education recently adjusted the millage rate and also made several job appointments.

The BOE amended the previously adopted FY2012 budget in a Special Called Meeting on July 13 and will lower the tax millage rate as well as reduce the number of employee furlough days.

Based on the new tax digest numbers, the Board of Education was able to reduce the number of furlough days across the board for all 190-day-and-over employees to three days.

"A reduction in the millage rates and a reduction to three furlough days will be possible since the Douglas County Tax Digest declined 3.88 percent instead of the seven percent originally anticipated by the Tax Commission Office," said Superintendent Dr. Gordon Pritz. "We are very happy to see a much smaller decline this year than the 7 percent anticipated or the 15 percent decline last year."

Millage rates for the School System were adjusted as follows: Maintenance and Operations (M&O) goes from 20 to 19.85 mills and the Bond Millage goes from 4.1 to 3.1 mills. The total school system millage rate will be 22.95 instead of the originally projected 24.1 mills.

"Providing tax relief for Douglas County property owners as well as eliminating some of the furlough days for our employees is very important. While the smaller decline in the tax digest this year is very helpful we must keep in mind that there has been an overall decline in most revenue sources during the last few years that have deeply impacted us. The school system must continue to be very diligent regarding all expenditures," Dr. Pritz said.

Student enrollment in the school district is approximately 24,500 students. There are 20 elementary schools (kindergarten through fifth grade), eight middle schools (grades six through eight) and four high schools (grades nine through twelve).

STAFFING

The BOE also named several school officials during July for the new school year.

Monte Beaver was named Area Director in the Student Achievement and Leadership Department in the Central Office effective July 1. He is currently Principal of Fairplay Middle School , a position he has held since 2005.

Henderson has been a Graduation Coach at Chapel Hill High School since 2007 and taught at the school from 2002-2007. Sean Roach was named by the Douglas County Board of Education to be Assistant Principal of Chapel Hill Elementary School.

VGCC Trustees take oaths, elect officers - Home in Henderson

The Vance-Granville Community College Board of Trustees held its regular bimonthly meeting on Monday, July 18 at the college’s Henderson campus.

Chief District Court Judge Daniel F. Finch administered oaths of office to three members. Ronald R. Alligood was sworn in as the newest member of the Board. Alligood is a retired Director of Butner Public Safety. He recently completed 18 years of service on the Granville County Board of Commissioners, and was appointed by the county commissioners to replace real estate appraiser J. David Brooks of Oxford, who retired after 16 years as a trustee. Stan H. Fox, a former state legislator from Granville County, reappointed by the Governor of North Carolina; and Abdul Sm Rasheed of Vance County, President/ CEO of N.C. Community Development Initiative Inc., reappointed by the Vance County Board of Education, were also sworn in. The terms of Alligood, Fox and Rasheed will expire in 2015.

Meanwhile, retired educator Henrietta H. Clark of Henderson announced that she would resign from the Board after 18 years of faithful service. During the meeting, Board of Trustees Chairman Donald C. Seifert, Sr. recognized several trustees for their service with plaques and resolutions. In addition to retiring trustees J. David Brooks and Henrietta H. Clark, the Board honored retired educator Grace W. Vickery of Henderson, who served on the Board from 1996 until her death in August 2010. Michael Stephenson, Vickery’s nephew, accepted the honor on behalf of the family.

Trustee Emeritus John K. Nelms of Oxford was also honored during the meeting. VGCC Endowment Board Vice Chairman Robert L. Hubbard announced at the meeting that Nelms, a longtime supporter and advocate for the college, would be honored with a newly established Presidential Scholar Award. The endowed scholarship will be named the John K. Nelms Presidential Scholar Award and will be given each year to a VGCC student who meets the qualifications for the award.

Later in the evening, the Board voted to approve a recommendation from the nominating committee to re-elect retired businessman Donald C. Seifert, Sr. of Henderson as chairman of the Board. The Board also elected Stan Fox as the new vice-chairman and Dr. Doris Terry Williams of Henderson, Executive Director of the Rural School and Community Trust, as the new secretary.

The Board also voted to approve year-end amendments to the 2010-11 Budget Resolution. The college’s total 2010-11 combined amended budget is $45,295,355. VGCC Vice President of Finance and Operations Matt Williams announced that the county appropriations for 2011-12 are: $952,260 for Vance County; $611,525 for Granville County; $315,500 for Franklin County; and $180,112 for Warren County.
